magnetic field of a moving charge carrier

Assuming I have a cylinder volume in which a sharply localized charger carrier is moving. Say from left to right. How, if possible, can I simulate the magnetic field flux at a certain point roughly over the midpoint of the cylinder and with a certain distance to the cylinder?

Can this be done by Elmer?
How would I construct a mesh for this problem?
Can I create a boundary condition (e. g. in 2d) where the local charge density is function of time and space?

Any pointers on how to start are highly appreciated!
