No surfaces tied to Boundary Condition in TEAM7.sif

Hello,
I noticed in a circuit builder example that a there is a very simple boundary condition specified:
Boundary Condition 1
Name = "Inf"
A {e} = Real 0.0
Jfix = Real 0.0
End

I assume this is applying some sort of "blanket" boundary condition to all surfaces (or perhaps just external surfaces)?

If this is the case, I am wondering why other sif files I have seen (for example the one used in the mgdyn_steady_wire) go through the trouble of identifying BCs for all surfaces when it looks like all this can be skipped with the simple BC?
