Fixed: ElmerGrid in Windows doesn't write mesh files

Running ElmerGrid from the command prompt in Windows would not write out the mesh files and would not finish normally.
Running Event Viewer (found by right click on the start button) gave this error message:
To correct the issue, run the Windows installer dated 4 May 2023 or newer.
